Does the NED Alternative need a Positive B/C Ratio

This website contains a collection of materials for revising the Part 611 NRCS National Water Resources Handbook for Economics to require or not require
an alternative plan to have a positive net NED benefits for it to be the NED plan. The question becomes significant with regard to addition of the Dam Rehabilitation
Program to PL-566. The basic issue is described in the Issues Paper.
